Guidance for campus planning to ensure a safe and secure event. Note *Not all criteria must be met to initiate a plan. Please contact OEM at Emergency@ucr.edu .

Event Action Plan

Estimated (Total) attendance = > 3,000

Estimated visitors (Non UCR) > 2,000

Two or more VIP (Regents, Actors, Celebrities)

Two or more Government Officials (foreign or domestic)

Typically involves Strategic Communications and/or Marketing

Typically increase in police staffing (UCPD)

Some media expected

Minimum of one planning meeting with Event Coordinators

Completion of plan development including resources & communications no later than 14 working days prior to the event.

Emergency Response Plan

Estimated (Total) attendance = >2,000- <3000

Estimated visitors (Non UCR) > 1,000

One VIP (Regents, Actors, Celebrities)

One Government Official (foreign or domestic)

May involve Strategic Communications and/or Marketing

May involve some increase in police staffing (UCPD)

Event Coordinators work with the Office of Emergency Management on completion. No later than 14 working days prior to the event.

Use the Emergency Response Plan Template

No OEM Support Necessary

Estimated (Total) attendance = < 2,000

Estimated visitors (Non UCR) > 1,000

Generally no VIP’s (Regents, Actors, Celebrities)

Generally no Government Officials foreign or domestic

Generally no involvement from University Communications

Generally no increase in police staffing (UCPD)

Generally no expected media involvement
